Time of the dwellers clearly refers to the dwellers who occupied Earth before the children of Adam.

TABLET XIII – The Keys of Life and Death
Welcome back to the Key of Life and Death
I would like to begin my attempt of deciphering this tablet by a quote of Quran which I feel is not only correlated but even crucial to fathom.
From Quran, Surat Al Mulk:تَبَـٰرَكَ ٱلَّذِى بِيَدِهِ ٱلۡمُلۡكُ وَهُوَ عَلَىٰ كُلِّ شَىۡءٍ۬ قَدِيرٌ (١) ٱلَّذِى خَلَقَ ٱلۡمَوۡتَ وَٱلۡحَيَوٰةَ لِيَبۡلُوَكُمۡ أَيُّكُمۡ أَحۡسَنُ عَمَلاً۬ۚ وَهُوَ ٱلۡعَزِيزُ ٱلۡغَفُورُ (٢) ٱلَّذِى خَلَقَ سَبۡعَ سَمَـٰوَٲتٍ۬ طِبَاقً۬اۖ مَّا تَرَىٰ فِى خَلۡقِ ٱلرَّحۡمَـٰنِ مِن تَفَـٰوُتٍ۬ۖ فَٱرۡجِعِ ٱلۡبَصَرَ هَلۡ تَرَىٰ مِن فُطُورٍ۬ (٣) ثُمَّ ٱرۡجِعِ ٱلۡبَصَرَ كَرَّتَيۡنِ يَنقَلِبۡ إِلَيۡكَ ٱلۡبَصَرُ خَاسِئً۬ا وَهُوَ حَسِيرٌ۬ (٤) وَلَقَدۡ زَيَّنَّا ٱلسَّمَآءَ ٱلدُّنۡيَا بِمَصَـٰبِيحَ وَجَعَلۡنَـٰهَا رُجُومً۬ا لِّلشَّيَـٰطِينِۖ وَأَعۡتَدۡنَا لَهُمۡ عَذَابَ ٱلسَّعِيرِ
Blessed is He in Whose hand is the Sovereignty, and, He is Able to do all things. (1) Who hath created life and death that He may try you which of you is best in conduct; and He is the Mighty, the Forgiving, (2) Who hath created seven heavens in harmony. Thou (Muhammad) canst see no fault in the Beneficent One’s creation; then look again: Canst thou see any rifts? (3) Then look again and yet again, thy sight will return unto thee weakened and made dim. (4) And verily We have beautified the world’s heaven with lamps, and We have made them missiles for the devils, and for them We have prepared the doom of flame. (5). Mastering The Law of Cause and Effect leads to accurate prediction enabling the individual to reach wise conclusion.
List ye, O man, to the words of my wisdom, list to the voice of Thoth, the Atlantean.
Conquered have I the Law of time-space.
Knowledge have I gained of the future of time.
Know I that man in his movement through space-time shall ever be One with the All
